Rainfall estimates from the US National Weather Service WSR-88D (NEXRAD) radar system has many artifacts embedded into the data stream. Those artifacts which arise from the radar mosaicing, shadowing from buildings and other features, and the radar cone of silence need to be removed if the radar-rainfall datasets are to be utilized over cumulative periods of weeks to decades. The report describes a geostatistical methodology to remove these artifacts from the estimates. NB: The ISATIS<sup>tm</sup> Journal files (9K) and backup ISATIS<sup>tm</sup> Study (10 MB) are available for those who have ISATIS<sup>tm</sup> and would like them.
